Sometimes it is just difficult to make this type of stuff up. Pajamas Media reports an Atlanta man was arrested and hauled off in handcuffs because he sold a transit token to another rider that didn't have one, and was having trouble getting one through a token machine. The transaction took place at face value of the token.
It appears that jail overcrowding and court docket backlogs are no longer a problem in Georgia.
Some people deserve jail time for abject stupidity, and I'm not talking about either of the riders.
